Netherlands Fellowship Programmes (NFP) – short course, masters and PhD

The Netherlands Fellowship Programmes (NFP) promote capacity building within organisations in 51 countries by providing fellowships for training and education for professionals. The NFP is initiated and fully funded by the Dutch Ministry of Foreign Affairs from the budget for development cooperation.

The NFP has three sub programmes for individual fellowships:

  • Short courses
  • Master’s degree programmes
  • PhD studies

In addition, there are seperate funds for tailor-made training courses and alumni activities.

Aim of the NFP

The NFP aims to help increase both the number and the competencies of skilled staff at a wide range of government and non-government organisations.

Each embassy has its own focus area to support the development goals of the Netherlands in each NFP country. The overall objective is to spend 35% of the budget on grants and study programmes in food security and private sector development.

The fellowships are further prioritised as follows:

  • 50% of the budget is for applications from Sub Saharan Africa.
  • 50% of fellowships has to be awarded to female applicants.

The fellowship

An NFP fellowship is intended to supplement the salary that the fellow should continue to receive during the study period. The allowance is a contribution towards the costs of living, the costs of tuition fees, visas, travel, insurance and thesis research. If applicable, the fellowship holder is expected to cover the difference between the actual costs and the amount of the personal NFP allowances.

The fellowships are awarded in a very competitive selection to highly motivated professionals who are in a position to introduce the newly-acquired skills and knowledge into their employing organisation.

For whom?

The NFP is meant for professionals who are nationals of and work and live in one of the 51 NFP countries. The countries have been classified into two categories (I and II). Category I countries are priority countries and will receive more fellowships.

Candidates have to be nominated by their employer to be eligible for the fellowship. There also has to be a clear need for training within the context of the organisation.

Criteria

You must meet a number of criteria that support the aim of the NFP to be eligible for a fellowship.

To be eligible you:

  • must be a national of, and working and living in one of the countries on the NFP country list;
  • must have an employer’s statement that complies with the format Nuffic has provided. All information must be provided and all commitments that are included in the format must be endorsed in the statement;
  • must not be employed by an organisation that has its own means of staff-development. Organisations that are considered to have their own means for staff development are for example:
    • multinational corporations (e.g. Shell, Unilever, Microsoft),
    • large national and/or a large commercial organisations,
    • bilateral donor organisations (e.g. USAID, DFID, Danida, Sida, Dutch ministry of Foreign affairs, FinAid, AusAid, ADC, SwissAid),
    • multilateral donor organisations, (e.g. a UN organization, the World Bank, the IMF, Asian Development Bank, African Development Bank, IADB),
    • international NGO’s (e.g. Oxfam, Plan, Care);
  • must have an official and valid passport;
  • must not receive more than one fellowship for courses that take place at the same time;
  • must have a government statement that meets the requirements of the country in which the employer is established (if applicable).

How to apply

You need to apply directly with a Dutch higher education institution of your choice, starting 3 February 2015.

  1. Check whether you are in the abovementioned target groups.
  2. Check whether your employer will nominate you.
  3. Find a course.
  4. Contact the Dutch higher education institution which offers the NFP-qualified course of your choice for application procedures.

TWAS Fellowships for postgraduate, postdoctoral for developing countries 2013

The 2013 call for proposals is due to open on 2 April (except CNPq which will open mid-April), and therefore the application forms will be available from this date.

IMPORTANT

  • 2013 Call for Applications opens on 2 April 2013
  • Applicants should be aware that they can apply for ONLY ONE of the programmes listed on this page per year. All fellowship programmes offered by TWAS and OWSD are mutually exclusive.
  • Acceptance letters for 2013 applications must show the starting date as 2014  since successful candidates can only start their fellowships in the year following the application.

The World Meteorological Organization (WMO), in accordance with an agreement recently signed with TWAS, will cover transportation costs for up to 10 full-time postgraduate fellows each year studying in fields of interest to WMO, such as climate change, climate services, multi- hazard early warning and disaster risk reduction. Applicants who are going through the WMO Permanent Representatives still need to compete for the award through TWAS and the conditions laid out by the prospective host institutions. Beneficiaries will be expected to develop strong links with the National Meteorological Service and their national Permanent Representative to WMO. The

Erasmus Mundus Doctorate Programme in Interactive and Cognitive Environments

The Joint Doctoral Programme in Interactive and Cognitive Environments offers PhD candidates an education programme in the field of research related to computer science, electronic and telecommunication engineering and industrial design. Candidates must hold a Master of Science (M.Sc.) degree or equivalent title and in-depth knowledge and understanding of the principles of ICT engineering. ICE aims at developing and enhancing master students’ knowledge and skills in order to shape a new generation of professionals able to exploit (and further enhance) cutting-edge ICT technologies to design and implement – in multi-disciplinary work teams – innovative solutions in the ever more pervasive fields of application.

The programme has three major focuses, that will be iteratively pursued during the whole progress of the candidate’s track. The former concerns the acquisition and the formalization of knowledge in specific advanced domains, achieved through lectures and seminars. The second aims at keeping PhD students in strict touch with leading research groups that have proven experiences in research activities in basic disciplines necessary for the PhD course in the five partner universities. The latter involves actual industry/academy joint research activities on projects in cooperation with leading ICT companies, typically under international institutional umbrellas, such as the European Research Frameworks.

The Programme lasts three years. During this period a mobility scheme ensures that students will spend training / research periods in at least two different higher education institutions.

The language of instruction is English. Local language learning and integration in the society will be promoted through ad-hoc courses and university staff support.

The new selection process is running: apply by Jan 13, 2013 12.00 AM CET (midnight). 

The call for application for Category A and Category B students (see below for definitions) for the Erasmus Mundus Joint Doctorate in Interactive and Cognitive Environments (EMJD ICE) is now open (as every year) and will close close on January 13, 2013 12.00 AM CET (midnight).

Category A fellowships can be awarded to doctoral candidates selected by EMJD consortia, who come from an eligible applicant country1 other than (i.e. a Member State of the European Union, an EEA-EFTA State2, Turkey, the Western Balkan countries3 or Switzerland) and who are not residents nor have carried out their main activity (studies, work, etc.) for more than a total of 12 months over the last five years in one of these countries. The only exception to this rule applies to Third-Country doctoral candidates who have previously received an Erasmus Mundus masters scholarship in order to follow an EMMC

Category B fellowships can be awarded to any doctoral candidate selected by EMJD consortia and who do not fulfill the Category A criteria defined above. Category B fellowship holders must perform their training/research periods in at least two different countries represented in the consortium; these two countries must be different from the country in which the doctoral candidate has obtained his/her last university degree.

The starting date of the PhD Course for all selected applicants is expected from September to January (from seven to ten months after the closure of the call for application).

Islamic Development Bank Scholarships

The Islamic Development Bank (IDB) has launched its Merit Scholarship Programme (MSP) for study or research in scientific disciplines that enhance development in IDB member countries. The scholarship comprises tuition fees, living allowance, health insurance, round-trip air-ticket and conference participation allowance in general, and computer and dependency allowances for PhD students. The application must reach the relevant IDB Governor’s Office by December 31 each year. The Programme offers scholarships for full-time three-year PhD study or a six-twelve month post-doctoral research. The scholarship is for academic year 2013-14.

Study Subject(s): The scholarship is applicable for scientific disciplines that enhance development in IDB member countries, with priority to health/medicine, agriculture/food production, water resources/desertification, energy/infrastructure development, nanotechnology and development-focused ICT.
Course Level: This scholarship is available for the PhD degree.
Scholarship Provider: Islamic Development Bank
Scholarship can be taken at: Abroad (Open to study/research at the world’s top most universities ranked by Times Higher Education Supplement (THES). However, priority is given to study/research at IDB partners universities )

Eligibility:
– Age not over (a) 35 years for Ph.D. study, and (b) 40 years for Post-Doctoral research;
– Attached to a research/academic/development institution in science and technology in their respective country;
– Must possess the required academic background in the related field of their proposed study/research and have some professional/research experience in the respective field;
– Demonstrate that the research proposal has scientific and technological relevance with the objective of meeting the priority development needs of the country;
– Have good command of the language of the institution of study and the ability to conduct scientific work in it.

Scholarship Open for International Students: This Scholarship is open for Comoros, Syria, Albania, Bangladesh, Somalia, Burkina Faso, Chad, Cameroon, Kazakhstan, Egypt, Togo, Turkey, Uganda, Yemen, Tajikistan, Djibouti, Tunisia, Uzbekistan, Afghanistan, Gabon, Indonesia, Gambia, Jordan, Guinea, Iran, Iraq, Kyrgyz, Lebanon, Maldives, Mali, Mauritania, Morocco, Pakistan, Mozambique, Niger, Palestine, Qatar, Kuwait,  Leone, Cote dIvoire , Brunei, Guinea Bissau, Libya, Malaysia, Nigeria, Oman, Bahrain, Algeria, Azerbaijan, Benin, Turkmenistan, United Arab Emirates, Saudi Arabia, Sudan, Suriname and Senegal students.

Scholarship Description: The objective of the programme is to develop technically qualified human resources in the IDB member countries by providing scholarships to promising and outstanding scholars and researchers to undertake advanced studies and research in the fields of applied science and technology needed for the development of the member countries.The Programme offers scholarships for study and research at two levels: (i) 3-year Ph.D. study/ research, and (ii) 6-12 months of Post-Doctoral research.Priority shall be given to those Ph.D. applicants who have secured admission at universities that have concluded a cooperation agreement with the IDB such as Cambridge University, Oxford University, Nottingham University and Birmingham University in the UK, Paris-Tech in France and KAUST in Saudi Arabia, or from the top 50 universities on the THES list.

Duration of award(s): The Programme offers scholarships for study and research at two levels: (i) 3-year Ph.D. study/ research, and (ii) 6-12 months of Post-Doctoral research.

Selection criteria: All the applications submitted to the IDB Governor’s Office are to go through the following process:
– Screening by the IDB Governor’s Office to forward to IDB the most eligible applications;
– In-house review at the IDB;
– Scientific and technical evaluation of eligible applications by a panel of external reviewers composed of scientists and experts in their fields.
– Final selection by the IDB.

It is the Office of the IDB Governor that will forward the applications to the IDB and not the individual applicants or the nominating institutions.  As for Egypt, applications should be forwarded through the Ministry of Higher Education, Egypt instead of Office of the IDB Governor. Applications sent directly to the IDB will not be considered.

Scholarship Application Deadline: The application must reach the concerned IDB Governor’s Office or its designated office by December 31, 2012.
